Jubilation as Catalonia lands a death strike on bullfighting

SPAIN’s Catalonia region made history yesterday by outlawing bullfighting for the first time on the country’s mainland.

After nearly two years of debate, Catalonia’s parliament voted to give a striking blow to advocates of the most emblematic and controversial Spanish tradition.

Cheers broke out in the local 135-seat legislature after the speaker announced the ban had passed by a vote of 68 to 55.

The ban in the wealthy seaside region centring on Barcelona, Spain’s second city, will take effect in 2012.

Campaigners said it was a historic victory and claimed it signalled the beginning of the end of Spain’s “la fiesta nacional”.

The anti-bullfighting group Prou, which triggered the vote with a petition containing 180,000 signatures calling for a ban, said: “The suffering of animals in the Catalan bullrings has been abolished once and for all. It has created a precedent we hope will be replicated by other democratic parliaments internationally.”

Josep Rull, member of parliament for the Catalonian nationalist party (CiU) said: “There are some traditions that can’t remain frozen in time as society changes. We don’t have to ban everything, but the most degrading things should be banned.”

Advocates for Animals, the Scottish animal protection charity, said Scotland and Britain could follow the example of Catalonia and end inhumane so-called traditions such as shooting animals for sport.

“Bullfighting is obviously barbaric because the animal is tortured before it is killed, but a lot of people find the shooting of animals for sport is unjustified and unpalatable,” said a charity spokesman.

“This is a landmark vote, which will go down in the international history books as a great success for animal welfare. Catalonian politicians have seized the opportunity to progress and modernise their legislation to reflect the compassionate views of their citizens.”

One of the first voices raised against yesterday’s ban was that of Jose Montilla, the head of the Catalan regional government.

With premiums higher than any other region in the UK, a Stormont committee has decided to probe why quotes like car cover are almost double those in Great Britain.

The high cost of claims for injuries like neck injuries in Northern Ireland are among reasons given by insurers for the price of policies.

Stormont Finance Committee member Mitchel McLaughlin said: “The industry seems to be playing fast and loose.”

The Consumer Council says people pay 84 per cent more on average (A[pounds sterling]282) for car insurance in Northern Ireland than in the rest of the UK.

Its report last year also found local households pay nearly 40 per cent more in total on car, contents and building insurance.

Sinn Fein MLA Mr McLaughlin proposed the fresh investigation, which was accepted by the rest of the committee members.

Because of the cost of establishing a network of valuers and offices in Northern Ireland some Great Britain insurers are reluctant to quote for Northern Ireland.

The prohibitive cost of payouts for relatively minor claims – the cost of neck injury is twice that of the UK average – means the risk attached for insurers in Northern Ireland may be greater.

The General Consumer Council gave evidence to the committee at Stormont yesterday.

Alison Donnelly, senior consumer affairs officer at the Consumer Council, welcomed the committee’s investigation.

“We believe that an investigation could go a long way towards identifying what the issues are and could shine a light,” she said.

“We believe there are many facets the Assembly could look into.”

Jonathan Craig, DUP MLA, said it was not acceptable people suffering an injured toe of broken nose were paid so much more in compensation.

“Clearly there is a massive issue there with regard to minor injuries which probably account for a huge percentage of the overall claim,” he said.

“Until that is tackled we are leaving the insurance companies with a get-out-of-jail-free card.”

According to the Audit Office, the reason for the higher payouts in Northern Ireland was because assessment was carried out by juries.

When the practice was discontinued the differential was maintained under judicial guidelines.

An Association of British Insurers spokesman said: “There is no fundamental bias against insurance customers in Northern Ireland. Some customer groups in Northern Ireland pay more for insurance cover than their British counterparts, while others pay less.

“However, the legal system is a primary driver of costs in Northern Ireland and we would like to see it reformed.”

For some time now, I have been racking my brain trying for figure out just why Americans, so-called and self-proclaimed champions for Free Speech and Expression, seem to feel it necessary to punish others for exercising that right.

I live in an International community in Guanajuato, Mexico, where I encounter people from all over the world. I get the impression that Europeans who come here, and of course the Mexicans I know, have a better, more solid grasp of the democratic concept of Free Speech than Americans.
